Selling a junk car in Virginia is governed by Title 46.2 of the Code of Virginia. Here's what matters for you:
You need a title. Either the original Virginia title or a replacement. Replacement titles are issued same-day at any DMV customer service center — bring your current registration card and driver's license, complete Form VSA 67, and walk out with a paper title. The fee is $15.
